I love it when people try to find and download games that don't exist. I just got the following search hits from Google.

Now I wish that all of these actually existed but there has been no word on them yet. You know I shudder to think what GTA3 would be like on Game Boy Advance. GTA 1 and 2 would be really nifty on the GBA but GTA3 would never work.

Really what developer is working on GTA3 for GameBoy Advance. You know they can call it GTA3 but you and I know that it isn't really GTA3 like it is meant to be played. I think it would be cool if they called it something else besides GTA3 or if they made it a side story with the 2d gameplay of GTA 1 and 2.
GTA3 for the GBA is being developed by a company called Destination. Judging from their "gameography," they do a lot of EA and Rockstar conversions for the Game Boy (all this info can be found on gamefaqs.com).
Haha, that's so very true... It'll be nothing like the PS2 version. Just a 2D GBC sequel riding on the success of Vice City.
There's another game coming out for the GBA called "Payback". This game was inspired by GTA and the point of view looks like a hybrid of GTA3 and the original overhead GTA. This game gives me a little hope that GTA3 on the Game Boy could actually be a light version of Vice City.
I have GTA 2 for GBC (I bought it when I went down to Kansas City) and it was kinda fun, it had all the missions from GTA 2 but it had bad graphics problems with some weapons. Cops can not open doors, Molotov Cocktails and grenades are trash, and you get stuck easily when trying to drive a car. Otherwise, GTA 2 is fairly done well.
I checked out the review on Payback and yes, it does look cool. These people are also those who make things for amiga, a old system you might remember that is actually still in the making. Payback can be bought for amiga! (but I think you have to buy those new amigas called AMIGA ONE)
Anyways, if GTA 3 for GBA gets canned (i heard it is in 3d view not 2d) I'll probably get Payback anyways. Check out the site urself.
