I can now say "ZOMG! Halo IV is totally coming"!
There is a job listing on Gamasutra for Microsoft Games Studios' Halo team looking for an Animation Director. It's is not just one job listing. Microsoft Games Studio is looking to build a whole team.
This is not for Halo 3 ODST made by Bungie and it is not for Halo Wars by Ensemble Studios/Robot Entertainment and it is not for the totally dead Peter Jackson Halo Project.
It is not going to be officially announced until long after Halo 3: ODST ships and Bungie quits working on Halo but they are hiring the people right now to make the new Halo Xbox 360 game. This new game is under the supervision of Frankie's Halo Franchise Development Group.
Looks like they are not going to outsource the development of Halo IV to an external developer but rather build a dedicated team in Redmond to handle future Halo games. Things have been trending this way for a long time now.
Microsoft Game Studios’ Halo team is looking for exceptional art talent to contribute to a new experience in the Halo universe.
This new job it is for a new Halo game being made by Microsoft Game Studios. According to the Job listing it is going to be developed in Redmond and it is going to be for the Xbox 360. There you go folks I am calling it. This is as official confirmation as you are going to get for a long time. If they are hiring major people now I would not expect the game before holiday 2011. I think it is going to be Halo 3 ODST fall 2009, Gears of War 3 fall 2010 Halo IV fall 2011.
It is technically hypothetically possible that it might not be Halo IV but "Yet Another Halo Project That Is Not Halo IV" or YAHPTINH IV but I think that it is not very likely. Or it could be for a Cortana office assistant to replace Clippy in the next version of MS Office. But I think I had it right with going that this job is going to be for Halo IV. That is the most logical conclusion. If it is not Halo IV I'll post a video of just how bad I suck at Halo 3 multiplayer while singing Heavy Metal ABBA.
Update: HOLY CRAP BUNGIE JUST CONFIRMED THAT MICROSOFT IS BUILDING UP THEIR INTERNAL HALO TEAM! WOO! Check out the interview in the latest Xbox Joystiq.com podcast.
Brian Jarrad of Bungie also said that Bungie has two other projects in the works BESIDES Halo 3 ODST.

Keeps with what MS wants to do - alternate Halo and Gears titles yearly. Gears - 2006, 2008, so expect maybe some noise about the next gears in 2010. Halo 3 2007, ODST 2009, IV or another, 2011.
I am scared to see what they will do but at the same time Im also excited to see what they could do.
I wonder if the team that did the cut scenes in Halo Wars will be involved with Halo 4.
MGS has been hiring for a new Halo project for quite a while now. I know because I applied there over a year ago. So whatever they're doing, they're probably farther along than we think. But your time frame still might be right, hopefully it's sooner though. Before GOW 3.

Only problem with your post Jeremy is that Bungie sold all rights to the halo Name to Microsoft Studios some time ago, all bungie have to do with Halo now is the Halo 3 matchmaking and Halo ODST etc Patches.
Microsoft can choose to make a My Little Pony game if they want and call it Halo 4, I can't say it'd sell to well, but they have all rights to do it.

I don’t know for certain if it is going to be named “Halo IV” with Roman numerals or “Halo 4” with numbers but just hope they don’t call it “H4LO”.
There is no way in hell that Microsoft is going to stop making Halo games. They own it and making a new version of a successful software product is what they are all about. Of course there is going to be a Halo IV at some point but Bungie is not going to do it.
Bungie sold the Halo rights back in 2000 when they were purchased by Microsoft. Microsoft totally owns all the IP for Halo and can do what they want with it. They are going to want to make a new FPS Halo game to sell after Halo 3 ODST this fall since you meatbags love to give them your money for more Halos.
I don’t think the 3rd Xbox will be out until 2012/2013 but Microsoft wants to make another Halo before then. I think Halo V will be on the Xbox “Phoenix”.

New Engine
Microsoft owns all the Halo IP including the Halo 3 game engine so I guess that they will use the Halo 3 engine as a starting point for Halo IV. Gears of War 2 was based on a new version of the same engine as Gears of War. I think both Halo3 ODST and Halo IV are going to be based on an updated version of the Halo 3 engine.
Gearbox
I don’t believe Gearbox will be involved in Halo IV, they can’t even make that aliens game for Sega. I don’t think Gearbox is a good studio.
Bungie’s next IP is NOT HALO and it if it is not going to be published by Microsoft it can be on other platforms.
